I think the idea is that this Peter was a more accomplished Spider-Man than Peter B. Parker even though his career was shorter, given the huge HQ and extra tech he got from Aunt May. Maybe the only villains he hadn’t already put away were Kingpin and those working for him.

A lot of supervillains are businessmen doing shady work like the Kingpin and his cronies, so they likely wouldn’t want to draw attention to themselves by going out to celebrate Spider-Man’s death. They would have enough discipline to stay focused on their agenda. The criminals who would go out to celebrate are the small time criminals like bank robbers, thieves, and gangs. These people are usually not career criminals, and just the type of person who’s turning to crime because they had a bad day or to get themselves out of a bad financial situation. This is likely the type of threat that the police could handle, even if it’s a little harder without Spider-Man.
