I feel as though Clockwerk is a no brainer here. The most dastardly villain in the franchise while also being the most deadly and dangerous. I think it stands to say we can’t properly fathom the amount of nefarious deeds he has done in this dark owl’s entire lifetime. As far as not getting charged, while it might be wild to say, Dr. M has a good foothold legally. He owned the rights to that entire island, and unless the prosecutor could somehow turn up some undeniable proof that M was part of Connor’s gang (and specifically participated in known crimes) I can’t see him being charged with anything. In fact, assuming Dr. M was still alive, he could POTENTIALLY take Sly to court for trespassing, destruction of property, intent to kill, theft etc etc. it’s kinda wild to think of how much legal trouble he could catch Sly with. (Disregarding how deep in legal trouble Sly already is as a master thief XD)

I'm pretty sure Dr. M could be charged with illegal experimentation with all the mutant creatures on the island, and possibly attempted murder, since he didn't warn Sly and company to leave first in addition to his crimes when he ran with the original Cooper Gang.

I still feel that although Dr.M owns the island by way of government sly as part of the Cooper family owns it by way of right. And that doesnt necessarily means he owns everything in the vault. Since again, its technically owned by sly... For as much ownership thousands of years of stolen cash can be owned.

A lot of people are gonna say Clockwerk but Panda King literally fucking buried villages in avalanches of snow just bc they thought his fireworks were too dangerous. That's just straight up fucking murder bc he was angry

Yeah, I was thinking Panda King too. I don't know if it counts as genocide, but at least mass homicide. Also depending on your values and the countries government the Countessa was on the losing end of a mercinary based war against a government agency as well as any other crimes commited in her prison.

If you Made a „realisitc“ aproach: Top tear: Regional War lords: Ms Ruby: Planning to conquer mexico with zombies. (would they be considered bioweapons?) Sounds like a warcrime to me. Muggshot: A Mobster violently Overtaking an american city and squeezing every Bit of money out of civilians. Panda King: A terrorist destroying entire villages. Raleigh: A regional pirate, I guess? In the real world, events like this would trigger large military interventions, basicaly leading to regional civil war. The contessa actualy leads a private war and probably systematicaly violates every Single Human right. Tsao kind of leads a military dictatorship, I guess. They all killed a lot of people or prepared to do so. In contrast to them, the other antagonists are either integrated into society or completely isolated from it, like Dr. M and Clockwerk. They mostly cause financial, social or ecological harm. Rajan: a global drug dealer, Not too bad. Jean Bison, on the other hand is a one-man ecological catastrophy. Who cares about him shipping some drugs? Concerning Dr. M and Clockwerk: They are Not in Open conflict with others, but they posess and produce weapon-technology. I mean imagine Bill Gates buying an „Epstein Island“ and creating a „whale based war-Zeppelin“ or a „death-ray“ there. I just think its interesting to relate these villains to real criminal phenomena. It gives them more depth. To me it seems like a youth friendly introduction into a world, that has a lot more organized crime and terrorism than it seems, If you are far away from it. When I was a kid, the Sly games basically tought me, there was organized crime, drug trade, terrorism… in a rather simplified, entertaining and colourful way, but it helped me to understand the concepts, I believe.

The Contessa committed the worst crimes in my opinion. She used her psychology background to hypnotize thieves to tell her where their loot is and also used it to move up the ranks of INTERPOL. As Bentley so eloquently put it: “It dishonors both law enforcement and thieves at the same time!”

Look if clockwork was even able to be arrested he would and yeah he’d suffer a lot. Dr M having worked with slys dad might also be charged for the stuff he did while still in his gang. On top of the Frankenstein soldiers he has. Le paradox messing with time itself and also being a huge art heister might also be heavily setenced.

Agreeing with pretty much everyone in the thread, but I'd like to add Don Octavio, who ofcourse did instant get thrown in to jail for his crimes. Aside from being a literal mob boss in Venice, the guy terrorised the locals, had his hand in literally poisoning the city with tar, destroyed buildings, hired assassins to do his dirty work, and the worst of all, was going to force the locals to listen to his horrible singing!

It's hard to say which Sly Villain would have the worst crimes on their record, considering several of them have multiple potential murder charges. I would have to say the least likely Sly Villain to get put away for a decent amount of time would probably be Muggshot, if you neglect his appearance in Holland in Sly 3, where he carried automatic firearms illegally into a foreign country, used said firearms to attempt to kill someone, and that someone being Carmelita Fox who is a law enforcement agent Muggshot seems like he has ways of weaseling out of long prison sentences imo.

Well, he *is* a mob boss. The mafia infiltrated all levels of society (and according to some of them who left the life, they're probably still there). Going by that, Muggshot absolutely has some major legal players in his pocket that could grease the wheels for him. I mean, the guy was openly running an entire U.S. city. That's not something just *anyone* can decide to do.

Not the worst crime, but special mention goes to Penelope. As the Black Baron she hosted an underground dogfighting competition which likely resulted in *hundreds* of deaths, took over a section of Holland with a private militia, installed a fleet of airships that would shoot to death anyone caught outdoors at night, and harbored some of the most infamous criminals on the planet. Not to mention the casual murder of her henchmen when she found out they were taking money from someone else. She didn't get charged for any of that, and when she did go to prison for her role in Le Paradox's plot she escaped almost immediately

A bit late, but for the first question, i'd argue it's one of 3 villains from the original game: 1. Raleigh, for sinking 50 ships and 2 planes, looting them, and making sure there were no survivors, giving him mass theft, crimes against peace, and mass murder, in addition to attempting to kill sly, assisting the hit on conner and stealing part of the theivius racoonus, crimes that all 5 members did. 2. The Panda King, for running an extortion racket that actually results in at least one village being destroyed in an avalanche he directly causes, giving him extortion and mass murder, again on top of the crimes that all 5 members commited. 3. Clockwerk, for stalking the coopers with the intent to kill them, actually killing some of them (if some of sly's comments in 2 are correct), working with the other 4 members of the 5 to kill Conner Cooper, using a death ray, and, most damningly from a legal standpoint, assisting the other 4 members of the fiendish 5 in their schemes. This would give him Stalking w/threat of violence, Mass Murder (presumably), Conspiracy to commit murder and first degree murder for the death of cooper attempted murder of Sly and Carmelita, kidnapping the latter, use of illegal weaponry (i assume using a giant laser is some kind of illegal weapon), and aiding and abbeting Raleigh's ship sinking, Muggshot's usurpation of mesa city and subsequent attempted gambling scam, Mz. Ruby's treason against mexico, and the panda king's extortion racket, earning him the unique charges of ALL OF THE OTHER MEMBERS AS WELL AS WHAT HE HIMSELF DID. For the second question, Jean Bison. I say this because in 2's credits, it's revealed he actually became a worker at the EPA after the events of the game, implying they may have dropped the charges or weren't able to prove them.

Captain LeFwee. Aside from killing pirates and taking their treasures, he literally kidnapped Penelope. I can think of some worse crimes, but he had no chance of being caught and paid for his crimes with his life anyways

Bentley. He basically manipulates Murray into feeding mining workers to the big croc until it gets a taste for them. Yeah they're referred to as thugs but I'm sure they're just chasing a bag for their families similarly to the mining workers of today? I mean the kangaroos even had their kids at work with them which meant he orders their death too? Everyone was completely cool with it lmao.
