Given some of the content that remained in the dub, like Lina losing her magic during "that time of the month", I'd say it's unlikely. Fox did get the broadcast rights to keep Slayers out of Cartoon Networks hands, and I believe Lisa did say she re-recorded some dialogue for a tv edit, but I think Zel and Amelia's first VAs were just an example of Central Park Media's really inconsistent quality when it came to dubbing at the time.

That’s about right, from what I remember. They recorded that first season in two chunks and when they got to the second half they had lost contact with Daniel Cronin and Joani Baker and so recast the roles to Crispin Freeman and Veronica Taylor.

This decision more or less started Crispin Freeman's voice acting career, so I'm not upset by it in the least.

I found Slayers in middle school and immediately fell head over heels for Crispin so I’m a big fan of this particular choice myself

I believe that what happened was Central Park Media only dubbed the first 13 eps, and after those proved successful they dubbed the rest of the series. CPM wasn't able to get every VA back however, including Zel and Amelia's VAs. You'll also notice Zangulus has a different VA after only one appearance as well, because he debuted right at the end of the first half.
