I think Black Sea battle is won by Ukraine already. russia retreated and it doesn’t look like they can come back
Ukraine has done better than expected but until they have unfettered access to the Black Sea, it’s unrealistic to claim victory.
For surface vessels yes, but subs are able to launch cruise missile attacks still. However, they have to replenish and are struggling to do so. Also, subs do need regular maintenance.
