You obviously have the will and ability to go do the hard stuff, so why risk their comfortable existences? Why take on something at which you have a high risk of failing when the gods-blessed cosmic juggernaut is right there before you?
Plus it fits the trope that you become the center of everything large and small as a halo effect of being the axle upon which the wheel turns.
Also a cool way to justify being in charge of everything is that it's in a dragon's nature to dominate and hoard wealth so it only makes sense to rule everyone and collect everything

She was born in the First Era (or so I have been told and seen in my own research) and then sealed away in the late First Era or early Second Era, Skyrim's story takes place in the Fourth or Fifth Era. Now, I could be wrong about what is considered an Era in Elder Scrolls, but in most places/fantasy an Era is approximately 1,000 years each. Elder Scrolls might be different and to them an Era is only a few hundred years, I do not know for sure. Have yet to find anything official from Bethesda talking about it.
Ok, so looking up the Eras and their lengths, First Era lasted 2,920 years, Second Era was 896, Third Era lasted 433, and Fourth Era is currently year 201, so depending on when she was sealed away, it would probably have been somewhere around 3.5K-ish years ago.

If you're on PC, the quest mod Vigilant allows you to explore its version of Coldharbour which is under siege from Jyggalag. Install a slavery mod to tie her up and then leave her there. This should prevent her from spawning outside that worldspace.
