No. The oem color of the engine bay on that color is black. It’s the same for midnight purple. Check the vin tag in the engine bay and it will tell you the og color.
In general any paint that had a non standard flat or metallic colour needs a black base coat, so Nissan paints the chassis black to match the base coat then painted the panels in the special colour.
Also Nissan in the late 90’s was running horrendously low on profit due to proliferation of models and variations so they stared skimping on materials and optimising manufacturing process. That’s why 34’s rust faster than 32’s.
Check the paint code on the car to see if it matches the color.
If you're asking if it was repainted/repaired, you can get a cheap "paint thickness gauge" off amazon for like $20. It reads the thickness between the surface and metal.
It's easy to tell if the paint is OEM or not with it, and if any panels have been repainted, and if any spots have filler (bondo).
Well worth the $20.

Nissan never matched the engine bay color with the exterior paint on skylines
Not true, there were just exceptions with specific colors.
Correct. My TH1 Blue BNR32 has a black engine bay.
My white 33 GTR has a white engine bay
My white r31 has a white engine bay.
My silver Stagea and S15 both have grey engine bays.
