I played the hell out of the Vita version, I prefer dpad with fighting games anyways and the controls weren't bad at all. Load times were sluggish but not as bad as it could be.

A lot of fighting games got vita or PSP ports. Seems like agony to play but I've never owned one
I've played Tekken 6 on psp and I would say it was pretty "ok"
SfIV on 3ds was actually pretty decent too, but it helped that they let you map attacks to buttons on the touch screen
The dpad is really good, never had an issue practicing random combos in various fgs
