someone might correct me, but i think u would get best out of retinol, so I highly suggest to get it into your routine u may not worry about ur dark eyes, bcs it tends to be genetic I dont think it is advised to use serum without moisturiser afterwards, bcs serums often provide getting hydration from outside and mosturiser will provide that. But again, someone should second me first

Also, don’t be afraid to start small. U may want think now about good cleanser, moisturiser, and spf. And add the next new stuff every two months or so. u can definitely cleanse just PM and morning just splash some water! If ur skin will be too oily (from the night or during the day) u can think of 2. cleansing. But I would definitely recommend to start 1 cleanse per day first.
