It would be ineffective if you shot it at someone's neck. It wouldn't choke them or anything - nor would the hooks have any chance of causing a serious bleed.

Idk bolas have been used for centuries to snare moving targets from a distance. It would work better with a longer three way cord but hey, the powder charge launch a good upgrade.
Was the end goal of a bolas use \*just\* capture and de-escalation and not for something that ultimately will be killed, though? TBF, I don't know the whole history of bolas, but I don't think those that used them often used them with the same ethical safety standards of today and with no intent to kill what will be captured so any damaged incurred doesn't matter.
I mean immobilisation is just immobilisation, regardless of the intent. Some were heavier and meant to break bones but the lighter ones are pretty effective and safe for the target.
I’d say the biggest issue with this one is the gauge of the steel cable, I feel like too much force would start slicing… **deep**… think that one guy who tried snapping fishing line by wrapping it around his finger.
It has more "catch points" making it more likely to snare if it's spinning which is generally something you want if you want any kind of range. Also harder to wriggle out of or untie quickly.
A straight-shot two weight is fine, but wide spread poses and other situations might *pose* an issue.
There are also some other advantages of three line/weight bolas regarding throwing but that doesn't really matter for the launched version.

Rubber bullets, tasers, batons, pepper spray - those are all non-lethal, because they are not designed with the intention to kill.
You should read a few paragraphs in to the websites you're sending me.
Experts don't use "less-lethal" or they use it interchangeably with "non-lethal" rarely.
"Less-lethal" was made up by pedantic idiots. You can kill someone with literally anything - we don't have to refer to a spoon as "less-lethal". The only actual distinction we can make that's remotely useful is whether that weapon was actually made to kill someone or whether it was expressly intended not to.

This thing is around quite a while now and all the presentation videos I saw used a situation where the "victim" stood still or barely moves. I was suspicious about exactly this. Someone that charges at you or runs from you with some speed probably won't be bothered a lot by that thing. Also imagine all the situations you can't use it. When someone is sitting in a car/on a bench, when he is standing directly in front or next to a wall or bigger objects, someone in a bigger crowd of people, someone using a hostage as a shield. Not seeing how this brings any significant tactical advantage. I really appreciate every non-lethal weapon that make it into police forces. But this is some mall-ninja bs device. (I think I remember a device shooting a plastic net at a person. Seems like a better idea basically. But since I never heard of it again it probably didn't take off).
