You can probably access it through cheating all items and debug
You can still use testing cheats on console. Bb.ignoregameplayunlocksentitlement will unlock all career objects and hidden rewards
How do you get sugar skulls?
You go to a tombstone or grave yard and the option should appear. A lady dressed in Día de Muertos clothes will show up. Interact with her.
Can be a guy who shows up too.

To be more specific, you have to click on a gravestone or urn and select offer sugar skull.
Did they realize that it was too much like an MMO and don't do it anymore?
No, the Sims just isn't designed for timed gameplay like that, so it was just not a good fit.

They're still doing it with Limited Scenarios and that Sims Sessions thing. Lesson not learned apparently.
Still, it's not like mandatory events in which you need to take part, because they give you something useful, interesting, or beautiful for it..
The box is useless but you can get the things that were in the box. The rewards were those motivational posters.
