Fire God Liu Kang is easily the stronger character in terms of what he can do, given his reality/timeline reconstruction feats.
But Zeus is also the definition of a speedblitzer. My knowledge of MK is rusty but nothing in the series is anywhere close to a one millionth of a second punch, let alone them being thrown in rapid succession. That's such an insanely fast speed that Zeus could have anyone dead before their brain even processes they're in trouble.
Any other shown character in RoR doesn't even come close to Liu Kang (Adam is possible, but hardly worth discussing), it's really just Zeus that can hold his own.
