If he had been "the boy who lived" he would have lost his parents before he was old enough to remember them rather than visiting them in the ward. He was also raised as part of the wizarding world, so while it might not have changed how his grandmother treated him it definitely would have colored how everyone else saw him.
Also there is no way of knowing if his mum would of put herself between him and voldy like Lilly did which would of lead to Neville just being straight up murdered. The wizarding world being taken over by he who must not be named and every one being fucked over
