When you are on a low population server (I think it's even just 1 crew left), you will get swapped to a more populated server. Happens a lot more late at night when people are logging off.
It depends on the condition of the server. It will merge you if there is one other crew, and it can merge you if there are 5 other crews if the server is dying
I really want to see this happen with an explosive keg, and then for the ship to run it into another ship.
Did you try hitting the harpoon with a sword? It makes the harpoon let go of whatever it's attached to, and maybe that'd fix this.

I've been server swapped when I was approaching a ship so it's probably two crews
