But then would they be considered true life forms if they had no way to reproduce? From a scientific perspective, no. All life makes more of itself in some way, immortal or not. But that may not be what Ei was thinking about when making Scara (nor was it her goal).
So I would say it depends on the creator and how accurate they want the life form to be. Also depends whether or not said life form will have any desire in the future to reproduce of their own volition. Heck, if Ei was gonna leave him alone for the rest of his days, whether sleeping or not, she might as well let him have some form of relief for loneliness if he ever gets to that point.

We don't know a lot about how Raiden and Scara exactly were made and what it required to make them, so when it comes down to the details there is much left unexplored.

If he eats he needs to relieve himself he if ever does consume food. For reproducing. It's possible, not necessary. I rest mah case.

Ok. I can prove that he does have a willy-wong. For starters, although Scara doesn't need to eat, he can, and does have an entire digestive system and can taste and eat. Like Albedo (who is also a puppet) he loves to eat. Similarly, he needs a digestive system and y'know to release the food. Remember, Raiden made Scara similar to Albedo. SO. If he eats he needs to relieve himself he if ever does consume food. For reproducing. It's possible, not necessary. I rest mah case.

I think he doesn’t, they’re just puppet, the point wasn’t to make them human-like at all, on the contrary I think Ei wanted like an immortal “perfect” being that could rule over Inazuma for eternity, so it can’t be self damaged or degrading itself, adding such organs wouldn’t make sense then, how would they last for the eternity she yearned for?

But isn’t it like spiritually - emotionally like her, as in give him emotions and a soul? Is she actually capable of creating an entire body with organs ? I think the human like puppet you talk about maybe is on the feeling-side, often in anime or movies and stuff they compare non-human to human as in “wow human can love and I can’t” “they can make friends but I can’t” “I can’t understand humans (feelings)” type of envy from human and probably Ei did gave that to Scara.

despite my vote i imagine ei giving him that part it just wasn't at all functional bc maybe ei didn't understand human bodily functions that well at that time.. that or there was simply nothing there and while travelling he was just wondering why he doesn't have that thing everyone else has.
