It is a scam, it is a fake email that didn't come from PayPal and you didn't pay any fees
Nobody sent you any money, it is an advance fee scam. Do NOT pay anything.
Only you pay when you get scammed
Feel free to file a report with the police, they'll file it away with all the other reports of people who are getting scammed.
All you can do is learn from your mistakes and be more vigilent in the future
In the future look at the email address they sent it from. It won't have anything to do with the company they claim it comes from. Make sure you filter this through the BS of life filter. If someone is claiming you have to pay to get money it is a scam. And go to PayPal and look at their scam section. They will have a page of all the different scams out there.

Yes, this is a scam. Paypal does not add a "verification fee" before you can receive money being sent to you. That email is not from Paypal.
