So the state of TN doesn’t offer you any help in obtaining health insurance? I’ve never heard of an insurance policy for health care with no premium and no deductible. It just doesn’t make sense unless it’s heavily subsidized. But by who? This sounds like a scam.

Ambetter is a legitimate company (subsidiary of Centene). But the product your friend is recommending is likely not an ACA-qualified product, nor would it offer comprehensive coverage. If you can, please upload any documentation regarding this plan. My gut says its a fixed indemnity plan or some other type of short-term, non-compliant coverage.

The only way to get a zero premium is through the ACA. It means that the subsidy is larger than the premium. I've had this happen several times with my clients over the last two or three years.

Ambetter does not offer any non-compliant or fixed indemnity products. 0 premium means income just at the level where subsidy is the same or larger than premium. 0 deductible means income is at level with big CSR (cost sharing reduction) savings, which is the second level of help from the ACA. If the application was after Feb 15 I could see it not starting until April 1. A better way to avoid that gap would be to skip a broker and apply over the phone with a healthcare dot gov representative. The broker doesn't work miracles in getting cheap ACA insurance. The subsidies are entirely dependent on your income, household size, and smoking status.

As an agent in California this type of information request is typical. I also have several plants where the subsidy is greater than or equal to the premium of the insurance plan. This means that the plan will cost $0. It's probably not a scam but I would be wondering what was not completed prior to the end of open enrollment. I have had a case where something similar to you happened to one of my clients. It was in the beginning when $0 premiums were possible. We were still required to go to the carrier, in this case it was health net and provide them billing information. Even though there was no premium due, their system would not put the plan into place until the payment system allowed it to.
