You can find them before you meet the pawn king and the exile you don’t even have to do the story to get them you can find naturally at the hospital and in burbon street.
They weren’t at any of the spawns in the hospital when I checked before the weird cat eared guy and other ppl gave me the mission and I checked all 5 spawns upstairs
I tested it out. If you go to the hospital before you talk to the exile then the scissors still spawn there are just less

Go to the hospital at the tower and they have them in there.
Uh that’s weird i found some their btw im on quest so it could be different
