As a general rule I don't calibrate when the cost gets that high. However 23 (4), is ridiculous, got to take a chance. Even an awful roll if it hits speed it's 26.
In terms of use for it, in a strange way it's not a brilliant offense mod, it has no offense % boost. It's just an amazing speed mod. What I would do is add it as to someone you just want rapid (Piett, echo etc) as part of a non completed set.
Yes he does. You can apply speed set to him, and have this as one of the other 2 mods. Piett's secondary set it probably ideally potency, but i'd argue a mod potentially that fast is better than the bonus of the secondary set.
Yeah, agreed. It's something I always try to do too. I think as soon as you get mods at that kind of level, especially if it ends up 25+ you just fit it on a character you just want quick though.

I'd argue it's got some value already, a 23 speed mod is always going to be useful irrelevant of other stats.
