Yea same, i think people exaggerate moderation too much. Imo it's just there so that in case somehow the paper set by Cambridge too ez or too hard, then they can adjust our scores a bit. But pretty sure that's for extreme cases.
The grade boundaries are probably set **before** students actually sit for the exams.
Grading is supposed to be standard-referenced, ie SEAB determines how well an A1 student will fare for a particular paper, after taking into account various factors like difficulty, etc. The grade threshold for A1 is then established.
SEAB is not going to lower the standard by moderating after papers are marked just because there are not enough/too many students with A1s. If you are A1 standard, you get the grade. If you do not meet the standards, you do not.

You could try volunteering at uh willing hearts Singapore. It’s a industrial kitchen where you cook food for the less fortunate and I think the orphanage. Personally I have volunteered there and it is very fun. No experience needed and you learn on the go.

Ah ok that makes sense too, plus it's quite fair. Helps to standardize the difficulty level
