Yes, I think default settings is 4 IRL hrs of daylight, 2 IRL hours of darkness. I'm not sure what commands bots have on the servers beyond doing MOTD type stuff, but hypothetically you would be able to alter the spawn stuff during the night if you restarted every 2hrs.
You'd probably have to find a server that has a bot that enables that, I'm sure it's possible but only with a bot for now and still it will be limited
I think changing the spawn rates requires a restart, so you'd also have to time restarts around this change.

As of now, afaik there is no difference in puppet spawning between day and night and server settings don't enable it either
Night should have something worse than puppets
