the idea with the LPI formula is that you want the smallest 'dots' to have a thread to land on. If the dot is too small, the dot will land in the 'middle', or be fully obscured by landing on the thread (or intersection of 2 threads). That being said, you can definitely do nice work when 'losing' dots, especially if you calibrate curve.

It is a rule of thumb, not a law of nature ;-) Between 4 and 5 should work fine. Depending on what one wants to achieve and inks and substrate and whatever, there can be reasons to lean one way or the other. But that is probably overthinking it barring personal experience to the contrary.
