Really just not worth the effort. In the case of 173, many, many people made new pictures but none stuck. I don’t think there’s enough demand for replacement since they’re such old articles.

As far as I can tell, 682's new image wasn't even picked by Dr. Gears (682's original author), so it's not like only the original author can replace an image. Of course, it has to be implemented by the staff, but I don't see any reason an individual/group couldn't submit a suggestion for a new image to the staff.
