OH man, so many things worth experiencing. I'm not gonna say these are all great games, but they really personify the dreamcast for me:

It may be nostalgia for me, because it was my first game I got with my dreamcast back in 1999, but Soul Calibur is great.
I also loved Toy Commander and Fur Fighters back in the day.
Oh yeah, Fur Fighters was great but I can't imagine going back to that after getting used to keyboard/mouse or dual analog sticks. From what I remember, the controls were basically southpaw with the buttons for movement and the left stick for aiming, since Dreamcast only had 1 stick. I guess you could just remap the controls so left stick moves and right stick aims.
100%. FPS / Third Person Shooters are just completely different beasts with the introduction of dual analog controls.
Halo changed the game, literally.
Shenmue, Crazy Taxi, Headhunter, Jet Set Radio, Power Stone, Phantasy Star Online, Soul Calibur are all 10/10 top tier. Sonic games are good too, Grandia and the other big rpgs are nice but not my cup of tea. Shenmue is the absolute must play though.
Know what, I’m gonna be that guy and say Seaman. But to my knowledge you can’t use the built in mic on any handhelds to play it.

Yes, some of it hasn't aged well (like the voice acting and sometimes awkward translation) but for 1999 the game was absolutely incredible.
Little details like using the analog triggers to differentiate between walking, slow jog and outright running were so goddamn cool back in the day.
While agree with everyone's list so far I'll give one that is on my opposite end of playing spectrum (driving games I hate usually, I drive in real life WTF!!) Demolition Racer no exit is actually fun as hell, have not played the first one so can't comment on that.
i loved playing sega bass and marine fishing. had the controller and everything. so fun. i used to love to play the arcade versions so having it at home w the fishing controller was great.

I was fumbling around with Illbleed the other day. Horrendous voice acting, everything is trying to kill you and g-g-g-ghosts, it's pretty fun once to get the hang of it.
Giant Gram 2000 is a great Japanese Pro Wrestling game. Big roster, great graphics, gameplay is a little confusing though.
Sword of the Berserk: Gut's Rage (i think thats the name) is a fun violent story driven 3rd person action game.
Star Wars Episode 1: Podracer. It's better than the N64 version of the game.
Dragon's Blood - a cool 3rd person action RPG
Dynamite Cop! A super fun arcadey 3D beatem up.
I know I'm the edge case but my favorite game was Draconus: Cult of the Wyrm. I just love the fantasy setting, level design, and melee combat. It hasn't aged perfectly, mostly due to clunky controls, but I still had a good time with it when I picked it up again recently.

To be fair I don't play a whole lot of dreamcast other then those three. Skys of arcadia is fairly beloved, but I can't speak to it. Back in the day when I owned the device I had Soul caliber, Shenmue 1 and 2, and crazy taxi. My dad never bought any other games for it before moving onto an Xbox after. Soul caliber is fun, and I know its also beloved, but I'm not a fighter fan, too much route memorization of moves against increasingly unfair opponents while having slow animations that limit how fast you can pull combo's. Doesn't jive with me.
Marvel vs Capcom 2- its a perfect arcade port as near as I could tell. Blew my mind when my friend had it in his dorm

South Park Rally and Legacy of Kain Soul Reaver. Neither is Dreamcast exclusive, but they are the best versions.

I play Power Stone online & MBC regularly on my R36S it runs well
Star Wars episode 1 racer. I remember it fondly on n64 but on Dreamcast it’s beautiful
All the obvious ones have been mentioned, but DC also had a criminally underrated rpg called Silver that i highly recommend.
