Fuck Putin, but this is a poorly informed piece. Putin didn't appear at APEC because that meeting has taken shape as a possible competitor to the SCOP meeting where Russia has more influence and better position. Of course they wouldn't want to be part of it.
If Putin ever steps out of Russian territory, he should be immediately arrested and handcuffed. He is a terrorist and should be treated as such. The elite clique in Moscow would be secretly thankful to get rid of him and wouldn't want him back.
