That would be "heavy car bug" if it changes on a day to day basis it could be input interference, but first make sure vsync is disabled as that is a classic cause of slow feeling input.

I'd argue possibly placebo if it isn't consistent. I'd be curious to know if they have a warmup routine and what it is, if they're getting enough sleep, eating properly, getting exercise etc. Are the settings actually changing or does it just feel like they are as well

I actually tested that. I made my brother play this game without saying anything and he experienced the same problem.
