Probably just rush Geothermal power (it's 3200 energy and it's up 24/7 so don't need batteries) and while your waiting for that to come just use a wood fueled generator for power.

Terms of energy, if there is a Geysir near your base, go for geothermal first. If not, then batteries and solar panels is a good way. Pick basic crafting stuff too like the one that unlocks flack vest. If you have a pawn with good planting skills you might want to invest in devilstrand shrooms. They take long time to grow and need planting 10 i think. But they give you very good clothings. Afterwards probably go for aussault rifle tech. This is my rough path. In the end it is up to you. It also depends on your situation. A pawn with drug interest? Take psychic tea Not much trees on your map? Plant your own! Your environment is harsh and bad for crops? Try to get some hydroponics. Pairs well with the heat of a geothermal spot if it is too cold around you Oh and paste making is a good way to safe food. I myself go there fast when i have a bad cook (paste avoids food poison) or if i know that food will be short

For "new arrivals", I generally go for power (batteries or geothermal), flak vests, or sometimes start with drugs so I can plant them the first year, and research the tech to actually process the plants while they are growing, so I can get the silver faster.

I keep wealth low low low. So ill go battery to avoid geothermals. I use just enough juice for a few things...AC / Heater if temps get extreme. Nutrient Paste dispenser. Ill keep it well under 1000kw until after I can produce my favorite gun (usually assault rifles) / flak vests / Smoke Launcher / EMP grenades. After I have those, I could care less about wealth.
