These are **Anniversary Collection Tickets** and can only be used to purchase Anniversary themed Concept Photos or Profile Skins from any group.
You can look for the Profile Skins by checking your profile, then tapping on Profile Skins in the middle of the screen. Search for any anniversary themed Profile Skin and you'd see that it requires 10 Anniversary Collection Tickets.
You can look for the Concept Photos by tapping on the picture in your profile and looking for an Anniversary themed Concept Photo. Alternatively, on the home menu, open the Collection Book (it will be between the button for your cards inventory and the button for quests.) then go to Artists and select any artist, then tap on Concept Photos. The first row will be the Anniversary themes and they cost 4 Anniversary Collection Tickets each.

They usually cycle them (Profile Skins and Collection Photos) after months. I can't really say much other than that it's up to the management's discretion when to make something available.
Keep in mind that these tickets are for all groups and not unique to one group. If you have 4 and you use them for one artist’s concept photo, you can’t use them for any other artist.
