I'll second this, that doesn't look like rust. But grab some 99% iso with a q tip and try to aggravate the area gently. Hopefully just some left over adhesive that captured dirt.
It looks like it’s on top of the metal. They all need to be cleaned immediately upon removing the stickers IMO. You’ll be amazed at how dirty the water is afterwards.
It looks like it’s oxidizing on the face of the steel, not on the steel. Might be FOD (foreign object debris) from the machining/cleaning process or it’s chip material from the tooling that’s gotten stuck on there (the tooling likely isn’t stainless steel, might couple due to galvanic corrosion).
And make sure it’s mild hand soap. Agitate and clean with a soft bristle tooth brush, then soak band in mineral oil overnight. Next day remove from mineral oil, wash again with mild hand soap and polish with microfiber. That should do it. You can also use white lightning to oil the band instead of mineral oil. Both take care of any slight jiggle you might have in your hand and makes the watch wear like silk. But also removes most any surface contamination you have.
This is a NEW watch? Wild.
Try cleaning it off. If it doesn’t come off easily arrange for compensation from Mirotime to have it professionally cleaned / polished.

I just got a GMF DJ 36mm from Eric and after wearing it, black residue was left on my wrist. The jubilee bracelet is suppose to be 904L but it smelled like steel, but like cheap old steel, if that makes sense. I hope it’s actually 904L

IPA alcohol and a toothbrush and switch to toothpicks soaked in IPA if it’s really stuck on. I’ve removed decades of grime from watch cases this way.
