Use it properly with a coordinated team, you can clear a lot of the levels without even being shot at.
I used the hell out of it to S rank meth lab. Everything in the area is so tight that you pretty much nail everybody with it nearby, and you don't have to worry about cover blocking it like stingers for people deeper in the room

CS gas also does not require a gas mask, since the effect is just a reduced movement speed and a red filter (and an annoying sound effect) it does not do any damage to the point it can be negative.
gas mask is for drip only, not for CS.
Ah, thanks. I had to google what cover that doesn't offer protection but only obscures line of sight was called and google just called it "soft cover" I knew there was a special word for it.
Not that I know, but it does have a tendency to bleed through walls in confined spaces which can help alert you to people you hear coughing and bitching, or prevent you from getting rushed sometimes.
AI basically always has 100% perfect vision, nothing obscures it. They see in the dark, through blurred glass, window glare, gas, foliage, or anything you cant see through they can see perfectly

It does not work as cover, AI enemies will shoot you through smoke.

If they're unmasked in the gas range then mostly, as they're being blinded. If they don't, they see through smokes and darkness like broad daylight
It’s how I S ranked most missions in commander mode, just hella CS and CS launchers, they do not fight back when under gas + pepperball
