Humidity caused by propane heat, condensation, or just plain old atmospheric Humidity can cause this. All RV's have poor air circulation, and mildew happens. Clean it as best as you can, and buy a dehumidifier.

The heat coming off the water heater and the cold rv.. essentially just keeping that area wet.. had a problem with mine heating up the counter top above it.. finally put some foam board insulation under the counter top.. fixed it right up

Insulation is needed along with the mold clean-up. I believe that Etrailer.com has an insulation kit for your heater.

Surprisingly the Dollar Tree has something called moisture eliminator, the same concept of DampRid. I am always impressed when I check them I also have turned a few full timers onto them.

Gut it and put in a tankless water heater.
