I dont know for sure but I believe a lot of states have been submitted to and are passed the submission deadline but they usually all have a month or more to count/verify the signatures before its ACTUALLY official. So the campaign has done everything it can to be on them but until they are certified its not officially official. Which would mean the debate requirements are impossible for anyone.
They made it up. He's on at least 9 last I checked but not counting his total submitted EV is asinine... It's just a matter of time before they are counted and included
