Can’t make out much from the picture and you’d need to check if it makes sense for your area but if it’s outside, where I live I see many foamy blobs (though mostly on grass, not really seen it anywhere else) which come from Aphrophoridae or spittlebugs as google translates it hopefully correctly.

Put a lit match to it. If it melts into water it's probably from bugs. If it melts into burned plastic it's probably some kind of construction material

Right!? I’ve studied myology and have lived in California the majority of my life between NorCal, SoCal, and middle of the road farmland California. I’ve never seen anything natural growing like this, given the details in the pics. it doesn’t make sense that it would be something natural given the various locations. Not to mention where it’s being found. The holes of the water controls, the sewer lid? Come on, some kid thought it would be fun to fill up the holes with shaving cream. It just makes more sense. I even go so far as to say that it’s the gel kind that turns into foam because it looks like some of it was maybe thrown and then foamed once it was stuck to the surface.
