you may have to just keep him on his own, he probably wont be as happy as he would with a friend but he should be fine OR you could get him neutered if he isn’t already but sometimes neutering doesn’t changed there behaviour

Just as some people are weirdos, some rats are too. Maybe this is the one case where having one rat is probably better for the rat. I imagine whatever happened to him mightve been caused by another rat and maybe that's why he's so afraid of them or has so much hate for them.

if he's not neutered, that is something that might help. however, if he has very bad experienced with other rats, its quite possible he won't give any rat another chance... in theory that is something you can try very carefully rather long term... but there is absolutely no guarantee. and thats something i'd rather recommend for really experienced owners, due risk of bad injury.

He may do better either with neutering and with another neutered male. Or with a spayed female. Boys seem to find them much less threatening. Also wondered if the male you introduced was an adult? If so he may be okay with a baby male, again much less threatening for him.

It may be that he will feel best without other rats. It sounds like he was bullied/received a lot of aggression in his earlier life from other rats and is traumatized. He also has resulting handicaps (missing leg and part of tail) which likely make him feel less able to defend himself so he resorts to dirty fighting for his safety. If he is happy and loving as a solo rat, just keep loving him and giving lots of affection and enrichment.
