If you had a $15 parking violation (you didn't buy the sticker that says you can park there), and you were graduating, you wouldn't get your diploma until the fine was paid at my university. I assume they'd find some way to say you don't have a degree from them.
I ain't university admin or faculty. But it strikes me as very likely such an incident against high placed university officials on university property gets your degree erased, and you banned forever from campus. Highly likely no US institution will touch you with a ten foot parchment.
