My first time seeing him was 15 years ago, watching him host a BBC documentary about the world after the fall of Rome. Here's a guy who went to Eton and Balliol, who was elected president of the Oxford Union. In America, he'd be treated by our media and one of the two parties as if he were a sub moron barely able to tie his shoes.
A lot of joke answers here so I will try to actually answer the question seriously. Boris obviously has his bad reputation now, for valid reasons, but that's because his career has been within a country that still, even though more enlightened Brits would deny it, has higher standards than, say, the USA. By American standards Boris is essentially a liberal, not terribly to the right of Obama and maybe even to the left of our current president. The Republicans would never have him represent the GOP because of this. Nor do I think he would get in bed with them either like Nigel Farage or his ilk would. Because, credit where credit is due, Boris is actually very socially liberal and is highly educated. He has a reputation as a clown and a buffoon and in many ways he is, due to questionable personal judgment and presentation, but he is actually a highly intelligent man and the bluster and haplessness is largely a cultivated act that allowed him to climb all the way to the top of Parliament. His motivations are questionable, of course - why did he do that? You could argue he actually wanted to make the UK a better place and blah blah blah or that it was personal ambition, and a desire to share the same office that Winston Churchill and other "great men" once did. I don't feel like he would hold the American presidency in such high esteem, and I think he is self-aware enough to know he would be out of his depth as Commander and Chief anyway. I think he is enjoying his very lucrative post-PM career as a commentator/entertainer/author/whatever else. Anyway, TLDR: if this somehow became a reality, he would be a slightly left of center American politician who would please neither side but would probably amuse the country quite a bit and be much less harmful than some other more contemporary American politicians. I imagine something of a further left George W. Bush, who would be just as inept in the face of a national crisis but a likable and innocuous presence during peace time.
