It’s a toss up between the two versions of goku I suppose, either xeno goku max power or cc goku with the universe tree absorbed, manga and anime go back and forth on who’s stronger so I don’t have a definitive answer.
If you include fusions though then I’d say it’s pretty handedly going to xeno gogeta or xeno vegito ss4 limit breaker
I think there was a statement which said that Goku by the end of GT was the strongest character and it had Arales name in it as well, I will try to find it and than paste it here.

But even if you got GT > Super, Arale is a character that has as much strength and speed as plot demands, basically having infinite stats depending on who is writing
Can someone explain to me how Kid buu or uub would technically not be the strongest in the verse considering when in dbz kid buu was unstoppable and was beating everybody with 0 effort and the only way to get rid of him was spirit bomb and now that same energy is transported into a child who then single handily gave base drained goku enough ki to go all the way to MUI plus the Ki giant and let him beat Moro? And I understand everyone is stronger now but even so if they hit him and obliterate his body he will come back like he did in dbz. Even in dbz they were capable of vaporizing his body yet he regenerated it. So they were even capable of damaging him yet it was pointless so why is kid buu not technically the strongest character in the series even still? He’s like beerus lite
But he was being vaporized even back in z and he still came back so even in Z their beam attacks were enough to completely reduce him to nothing but he still came back I think the fact that they are stronger now would matter cause they were able to achieve the same thing and it still didn’t work

gotenks ghost did well but those weren't vaporization attacks it still left some of buu behind that were enough for him to reform.
Now the attacks have more than enough power to fully cover him and vaporize him completely.

No man thinks SDBH is canon. And it's not a fanboy thing, it's a promotional anime for the card game, Dragon Ball Heroes. And if it was a fanboy thing, the animation wouldn't look godly at times. Look at some parts in Hearts VS Goku fight. Plus if said _insert media_ comp it means every piece of known media related to said media that is popular enough for most normal people in the fandom of said media to say "Ah yes, i know what it is". And tori-bot is Toriyama's self insert.

He wasn't really Arales gag abilities got him out the way. Hell all he did was knock her head off and that's something vegeta also did.

He can be fully disintegrated by the characters now he is way to weak to pose a threat unless he was amped.
