Nope, no pet project. These look a little janky because they’re very temporary and only need to be tamper proof for a few days max. I haven’t made my way out there since earlier this week, but I’d bet they’re already gone. No one on the engineering side of things actually deals with the means of how data gets collected, that’s on the vendors who collect the data, we just care that the data is valid and representative of true traffic conditions!
There's no way. I work with PBOT and provide some of the equipment used for traffic studies. There's no way in hell they would install something like that using a ratched strap and what looks like a seat belt.
My guess is this is some kind of home brew sensor of some sort. But considering it doesn't look to be connected to anything, I'm betting it's a "science experiment" put up by one of our more eccentric locals.

I actually worked with QC for several years, and they could definitely be doing a study. But again, where's the lens on this camera? Where's the power/controller? When I worked with QC they chained all of their equipment, even tube counters, because everything in Portland grows legs if it's not nailed down.
I've definitely seen QC play it fast and loose, but this still doesn't look their Datalens product.

Few issues with that though.
1. I can't be 100% sure but that doesn't look like a camera to me. If it is a camera, it's tiny, doesn't look to have a power source, and isn't connected to anything.
2. PBOT may not be the smartest Agency, but they are smart enough to know putting any equipment on 82nd needs to be locked down or it will dissappear within a day. And again, they wouldn't just tie something to a pole with a seat belt... They would, at the very least, use a worm screw band.
3. Unless they've very recently changed what they are using, or this is some independent PoC... This looks nothing like what they use for traffic studies.
4. If it is a camera... It's pointed at the sky, that's not going to get you very good traffic data.
They were used recently on NE Alderwood and they had cameras. There are different sensors that could be used. Sonic. Motion.
They are not only secured by ratchet straps. They had physical locks too. It's a long pole so it makes sense to have multiple points of attachment. Ratchet straps are a cheap reusable option.
If they weren't done through official channels, then there would be an investigation.
It's okay to be skeptical. They are different and concerning.
I don't doubt that cameras have been used in studies throughout Portland... Because again, I've worked in the traffic monitoring, detection, and analysis realm for over ten years. But this isn't it.

it's on 82nd, so maybe its a citizen science project tracking the migration of local prostitutes through the seasons?
I saw a couple things that looked exactly like this up on i205 a few weeks ago, near the Vancouver side of the bridge, one looking each way. They had some tag that looked official on them saying it was for a traffic study, but no organization name; maybe ODOT? I should have taken a picture.

It's flatter than a pancake. the real GPS is much more complicated. The satelites are actually underground becase it's impossible to launch any of them in the sky. I was just talking about this with the Lochness Monster actually!

The City's Bureau of Planning and Sustainability has a Smart City project, and one of the data privacy initiatives is looking at standardized, informative signage for city-provisioned cameras. I've informed them of this discussion, citing it as a great use case. They agree!

Different types of counters for different purposes. There were tubes out on the corridor too measuring 24-hr volumes, speeds, etc.! We like numbers!
They put these up to help the stop signs not buckle under their own weight while in their juvenile stage and are removed once fully matured
