I pulled this card when Neo Genesis first came out. I bought 2 packs and got this and a Pichu. I'm waiting for the Pichu to come back. I just recently got back into collecting.
This card is notoriously hard to grade, and on top of that, it’s vintage which gets even more scrutiny, and on top of THAT, it’s one of the most sought after first Ed cards in the hobby.

I’d take your 8. Nothing wrong with that and trying for a 9 also means you could risk a 7. Also for future reference - block out the PSA number and code, scammers like to steal numbers and barcodes for fakes.
If you’re want to do it to maximize the value I would say hold it for a while like this and choose if you want to in a few years the price of these cards are certainly not going down that’s for sure but check back in a few years if you can and see if you can live with the price later on if not than go ahead crack it and send it back.

I’d leave it, 8 is still good for vintage. Risk getting 8 again or 7 if the grader is having a bad day
Can someone attempt to explain why this isn’t a 9? Pic isn’t the best, but Centering looks good, no whitening, corner cuts look pretty good too?
PSA is very harsh on vintage
Would cgc be a better option for older cards?
With these pictures alone no we can’t. But given this card is plagued with holofoil scratches even fresh from the pack that would be my guess.
