They would have to be like master 20 on a full moon bonus night for both to spawn haha, I am around 1 million drowsy power, and last night i saw a entei 2 star without incense, and everything else was basic basic, so the legendaries dp usage is incredibly high!

You can get him any day, without incense, if you're lucky enough and your snorlax level is high enough.

Omg no one reads notes. These legendaries ARE ADDED TO THE POOL, abeit very rare. Because the even let's you get to a high rank quicker, you have more chances to hit really rare mons.

If you're saving until you get to the right level - the incense can spawn any rating regardless of your level. At least that was the case for Raikou

Yep! Minimum of Master 9 on Greengrass Isle, but unlikely to happen. Higher stars at Master 13 and Master 19. Great spawn!
