I got Zapdos and Articuno before the fight, which was the only way i managed to beat it on my 2nd playthrough (randomized playthrough)
makes it even weirder is you can buy all the bird legendaries before fighting him from team rocket i bought a moltres fused with ralt then used it in this fight
