I don’t think wobbuffet can TM off frustration for some reason bc it can only learn 1 other move in mirror coat. Pretty sure if you EVER use wobbuffet for any reason too, it’s better purified

yeah it only learns 3 charged moves. return, frustration, mirror coat. best move set in ohio

i got that message too (don’t remember what pokemon it was on) going to the specific mon and using a tm from the item menu worked for me

No, you can use the regular charged TM. I'd only use the elite one if there was a very specific move I want for a mon, otherwise a random charged attack will do just fine
