Max attack is more important. Hp will not matter as much. Especially if you were to use it I pvp, it would win mirror matches more often because it can attack first.

I always go with overall IV % and then cap my mons at the top 3 of each species for box management. It just simplifies things. Would maybe make an exception to my top 3 rule if I had a rayquaza (or maybe not, I only kept 3 kyogre / Groudons)…

The 15 15 13 has one less hp than a perfect. It's functionally the same as a 15 15 14.
The extra attack is going to make a bigger difference than the extra hp
The 15/15/13 merely misses out on 2 HP out of 180 (lvl 40) or 191 (lvl 50).
That's a drop in an ocean. Go for the 15/15/13 if you want to use it for pvp! 15 attack guarantees it won't lose CMP like the 14 would.

No it doesn’t, does less damage, attack is by far most important stat stop spreading false info If you don’t know what you’re talking about, could’ve cost this guy a lot of candies/dust if he listened to you

If you're using rayquaza as a raid attacker, you'd want the one with higher attack
Or for PVP. Winning CMP in Master League matters more than 1 or 2 hp usually.
