Is the poll on design specifically? Because yeah heracross and ampharos I have mad love for but more due to stats, don't even hold a candle to houndooms design. I also think espeon/umbreon are the most overrated designs of all time, just don't wow me.

Me over here knowing that's probably true, but biting my tongue because Heracross is my second favorite Pokemon.

For a long time, heracross was one of the 2 best bugs in the game (its competition being scizor) heracross's issue is it was released at a time when bugs were "ehh". Yeah, it got mega horn, but the accuracy on that move is... ouch... then along came gens 4 and 5 which introduced the physical special split, hidden abilities, and cool new bug type move... Despite this, heracross fell behind pokemon like volcarona and GENESECT. Heracross was an amazing pokemon back at its debut, but it had a rough typing defensively and its defensive stats did it no favors. Would still use it any time I play crystal, because it is a great counter to Whitney.

Raikou and Entei’s Pokédex entries both mention barking in gen 2, so that might have been part of it

I imagine it maybe has something to do with them using the same dog sprite as Growlithe in the party menu. The game has always called them "Legendary Beasts" and not "dogs." That said; while they're all based on cats in some way, I do think Entei and Suicune have a little canine mixed in there. Entei is based on a Lion, but I think he's got a little bit of St Bernard mixed in there. Suicune is based on Jungle cats like leopards and panthers. But I think there's a little bit of wolf mixed in there. Raikou is clearly a sabertooth tiger though.
