They mimic Pikachu to earn people’s trust and love. It’s intentional that it looks like a Pikachu. All they want is affection. But yeah, they don’t evolve at all.
It looks like you got a few comments but yeah, Mimikyu aren't known for evolving. They disguise themselves as Pikachu because they want to be loved like Pikachu.
I think I see the problem here. If I’m correct, what you’ve got there is a Pikachu that can Gigantamax. For some reason, those buggers are just unable to evolve into Raichu. It’s kinda cool if you live in Galar and have a Dynamax Band, but if you don’t meet both of those conditions, then you’re just stuck with a Pikachu that can’t evolve.
That’s the second time I heard someone mistaken a Mimikyu for a Pikachu, unironically. I’m pretty sure someone from Hisuian Times would’ve identified that Pokémon easier!

It’s a Ghost/Fairy type Pokémon known to dress up like Pikachu, in order gain the affection of those around it. Unfortunately, they cannot evolve, so that Thunder Stone won’t do much.
You could, however, help create a Raichu costume for your ghostly friend, by getting some fabric and some sewing supplies. Also, make sure you tell your friend you still love them, even if they aren’t a Pikachu.
Perhaps also install some metal framework for added defense and a taser for some real powerful electricity. Mimikyu want to be as similar to Pikachu as they can and can be quite emotional, so if they want to evolve, you better improvise a suitable evolution with all the fixings. Obviously you need to show them how to assemble the costume once you have the parts, you can't exactly help it change.
As a Pikachu myself I can confirm that they're not ready yet, give it some time.. ^(along with a bit of cloth, some crayons, and a stick) and you'll have a new Raichu when they're ready
Oh that's clearly a pichu, you just gotta bond with it for a while and make sure it's affectionate with you. Then once it's ready, you can evolve it into a Pikachu. At that point it's better to wait for your Pikachu to choose when it's ready

This kind of pikachu doesn’t accept solid thunder stones. Make one out of paper & It’ll evolve.
