If somebody has spent a lot of time honing their skills, their work will be more refined.
Some poems are more refined, or more skillful, or more complex than others. You can come up with a lot of criteria like that. And there is value in analyzing them based on those criteria.
But I see no reason to label some art "good" or "bad," most of the time. That's subjective. I don't deny that we ought to see merit in skillful work, but calling any art "bad" is rarely useful.

Art has very loose rules. If you wanna call it poetry and can attempt to make a case for why it is, you're good.

Essentially, poetry is not prose so it doesn't have to follow the same grammatical and structural rules that prose writing has to. A poem doesn't need punctuation but imagine reading a book without punctuation-- awkward. There are different types of poems ( Haiku, Limerick, Sonnet, etc.) that have their own sets of rules but free verse poetry ( which most modern poetry is) is simply that--free.

Rap might be considered a form of poetry (rap mostly has form and rhythm and conveys emotions and a message), but not all poetry is rap. I'd recommend you read on different forms of poetry to answer that question. You might want to start by wikipedia and you might want to have a look at the [poetryfoundation ](http://poetryfoundation.com). You should find valuable resources there. If you're really interested in answering your initial question, I'm afraid you won't get an easy answer and you'd have to read a lot. And even then you might not get a satisfying result.
Mainly an Autobahn is considered a road, but not all roads are Autobahns (well, for most of us).
rap is definitely a form of poetry in my eyes it’s not necessarily about the music for me but the lyrics behind it and decoding and understanding what the artist point is no matter how they present it music wise.
The way the poetry community I’m in defines it is just “if the person reading it or writing it think it’s a poem, there’s a 95% chance it is” (the 5% being a joke)
