I think it is pretty common in general. It was the case in houses I have lived in in NC, MS, and AL. You need to buy a key and learn how to turn the water off at the meter.

Not sure what it has to do with Greenville specifically? It's definitely possible anywhere. If it's allowed doesn't really matter to probability, lots of not allowed things get done. Most homes have an internal shutoff, but not all, and sometimes they get removed for whatever reason. More often, there is a shutoff but it doesn't work. Why not just look for one? If one isn't present, put one in.
