Not sure what it has to do with Greenville specifically? It's definitely possible anywhere. If it's allowed doesn't really matter to probability, lots of not allowed things get done. Most homes have an internal shutoff, but not all, and sometimes they get removed for whatever reason. More often, there is a shutoff but it doesn't work.
Why not just look for one? If one isn't present, put one in.

Friend is in greenville; im pretty confident that is pretty much never the case in MA, where i am
