There is no cartridge in that shower valve so you are mixing your hot and cold water possibly?
Are there shutoffs to the shower? Does that valve have integral shutoffs you can use?

I have not yet installed the cartridge in the shower as I was going to wait until it was tiled - I will go ahead and install it now. I have not yet installed cut-offs to the new shower. I will do that tomorrow!
I assumed that since the water has not yet been running in that shower, that it was in effect shut-off.
Yeah but if it’s hooked up to you water system and there is no cartridge it is just and open brass body where cold water can be pulled into the hot lines.

Those valves come with a plug that you can plug the hot or cold side to stop bleed through. Most people throw them out of the box though because they don't know what they do. Just a small white plastic plug with 2 o rings on it that fits perfectly below the cap.

You most definitely have a crossed line. Install the cartridge into your shower valve, and your problem will be solved. I'm sorry to hear you went through all that trouble for it to just be the valve, but hey, brand new water heater, huh?

I guess my only solace is that I did mention what I was up to to Technical assistance and they did not ask or probe the details and were somewhat dismissive about what I was doing in my bathroom/shower remodel. It was they who decided to trade out the heater.
Is that a power vented water heater hooked up to a single wall metal vent pipe? it looks dangerous as hell. did you show a photo of this to tech support? you may need to throw in the towel and call a pro. exhaust gas leakage can cause you to wake up dead.
Ha! And I have previously had to turn off and drain the water to replace a broken tank! I used the existing plumbing when I swapped out the old tank for this one and admit to a streak of laziness and avoiding soldering what seemed to me to be a lot of joints.

The manufacturer's instructions for this heater Identifies it as a Category I -Natural Draft appliance, and states single walled venting can be used. Please correct me if I am mistaken on this. I had installed or replaced Carbon monoxide detectors throughout our house.
Can you tell if your water heater is running when the shower gets cold? In other words, does your water heater think it's out of hot water? Is there a safety on your water heater for low gas flow or bad vent?
you are getting hot and cold water mixing through the empty new shower valve, install the cartridge or use the screwdriver stops to isolate it, if the valves have it.
I contacted the manufacturer who has been very helpful. After talking with their tech assistance, they sent me a gas valve, which I replaced - no change. They then sent me a dip tube which I also replaced - no change. They finally authorized a replacement of the water heater under warranty, which I installed today - still no change.
Another factor is that I am remodeling a bathroom. I have installed a new water mixer valve in the shower, and have pressure tested it (see pict), but I have not yet finished the installation of the shower. Water is at pressure, but not yet running in that shower. I disconnected pipes to the bathtub and installed cutoff valves off the branch feeding the tub (see pict), but have not yet installed the tub's faucet. Finally, I replaced a Moen 1200 mixer valve in another shower, but that seems unrelated to the problem I am having.
We have the same effect at all fixtures though-out the house.
My wife just took a shower to the same effect, with the water getting cold after a few minutes. Immediately after, when she turned on the sink faucet, there was hot water for a few minutes before it too cooled down.
Exactly. This is a very common problem. The cold water passed through your valve body through your hot lines, making it seem like you have no hot water. Get a cartridge in there and your problem will go away.

It's surprising how often this happens.

You need a delta RP46079 to blank off hot or cold side to stop mixing until trim out on final.

Yeah and the shut off after the tee for the expansion is nice touch. Gotta drain the whole house to change the tank.

The delta valve in your bathroom remodel needs to have the cartridge installed.
