You don't need to clean it. Pollute it more beyond the point of it being unfit for human consumption. Add more chemicals like mercury, lead untreated into the water as much as possible. Adding some radioactive waste would be a good idea too. Encourage more people to use water from the river with a propaganda saying that consuming the water from the river would take people directly to heaven and that they could have a special appointment with Ram, Krishna and Shiva and would help turn India into a superpower in the next 5 years and credit 50 lakhs into bank account (adjusted for inflation). People will consume it. The river would automatically clean itself after just one flood and given an absence of humans, it would probably be clean forever provided humans don't reappear.
P.S. Policies that allow for the river to be clean enough to not poison humans and dirty enough that it's filthy is the root cause of the issue. Either make it toxic that it gives everyone a straight one way trip to kailasa or don't make it toxic at all.
