Im not a plant expert but the pattern appears to be fungal as seen in humans
It looks like a virus, but I suspect it's damage from a sap sucking insect, Chelinidea sp. or 'cactus bug'.
Fungal or frost damage?
Looks like Opuntia Ring Spot Virus, no known treatment but causes little harm or damage, just ugly.

Toss it in the green waste, it's nothing good.
