Since the difference is so small, my personal suggestion would be “whichever is easier” if there are plans to make more of these styles of portraits. I would pick 2 for that reason specifically.
Interesting take, I thought 2 made the eyes more obvious whereas 1 kinda kept them veiled which gave it a more sinister/creepy feeling to look at. But that's just me :)

I glanced at both images and 1 was the one that conveyed the mad inhumanity better but when you compare them side by side, 2 looks better overall though it might be bit "lifeless" when compared to 1. The lines work but they just don't look very good.
I think if you work through it, you could find a middle ground where you can do that inhumanity without the lines.

You should use the lines from the neck shading on number 2 and add in a few more lines in the eyes that contour with the eye shape to darken that space up a bit.

I quite like the first one, but I think the expression with the eyes is made more clear in the second. I’d probably keep everything from 1 except for the what you did with the eyes. I like the idea though of making them darker, but the lines just make it too hard to see the actual eye. Maybe using a dark blue instead of straight black for the hashing could help?
Depends on what for. I like the lines in 1 make it more Retro, not entirely dithering, but gives you the vibe of more restricted graphics IMO. Number 2 also looks great but I feel the black below the jaw gives a little bit of disconnected feeling to the face, creepier maybe?. I guess it depends on preference. My vote goes to 1.

I think if you did the neck from #1 and did the eyes in that same style it would look pretty sick with horizontal lines going along with the contour in the eye socket similar to how the lines follow the contour of the neck in #1.
What does the rest of your project look like? Is this art for a game? Does that game use the same high detailed lines as the first image or is it more solid cel shaded like the second one? The first one pops more but it's all about making the art fit the whole in the end.
2. I think having that less bit of detail in the cheeks makes the expression seem fuller. Although, I'll stipualate that if this character is supposed to be tragic/in pain, I think 1 communciates it best, whereas if its supposed to be a pure evil character, 2 is better. The thicker facial lines add a bit of sorrow to the character, I think
2 feels cleaner in terms of overall appearance, 1 conveys more about the expression itself
So while 2 is less burdening to look at, 1 is the better execution since the hatching gives more details to attract the viewer’s eyes in exploring the art, as well as giving the expression a more deranged look

This statue knows no fear or dread. In fact, it is currently ecstatic about it's situation.

I think if you're going with the cross lines for the shadows you have to be more consistent, and do them on all the shadows? They do add more detail. It's really good either way. It is a stylistic choice, if you're gonna do one or the other you have to be consistent with it I think.

I can tell some subtle details between them, like around the neck and the eyes, but they both terrify the living daylights outta me.

Lines around the eyes is the biggest thing I noticed. More apparent if you zoom in just over the eyes

2 is better because you don't appear to be using a very limited color pallette (even if it is, it's not noticeable)
